Where and how high should I mount it?

Right beside the furniture they scratch now. The panel is 23 in tall, so hang it raised, with its top edge about 32 to 36 in (80 to 90 cm) from the floor, and an adult cat can reach up at full stretch. Cats scratch to mark the places that matter to them, so a hallway cupboard will not work. Next to the sofa will.

Do I need to drill?

To hang it, yes: it fixes with two screws, and wall fixings are not included because the right ones depend on your wall. If you rent and cannot drill, lay it flat on the floor instead.

Is sisal better than carpet or cardboard?

Sisal is tough, has a rough grain cats can sink their claws into, and lasts longer than cardboard. Many cats like both: sisal for the tall vertical scratch, cardboard for a horizontal one.

Can the sisal be replaced?

There is no replacement pad for this model. The sisal is dense and made for daily use.
